Child Safeguarding Advisor

Plan International is committed to advancing children’s rights and equality of girls. We have been adopting a systematic approach in programming and influencing work in institutionalising and embedding policies to protect children’s right’s at all levels in Hong Kong.

Child Safeguarding Movement is one of the initiatives that Plan International Hong Kong pushes forward to advocate for a wider adoption of Child Safeguarding Policy among child-related organisations in local community. Child safeguarding aims at providing preventative and all-encompassing solution to prevent maltreatment to all children. At the heart of Child Safeguarding Policy is the ‘do-no-harm’ principle. It means any organisation working with or with association with children has the responsibility to take all reasonable measures to ensure that the risks of harm (both intentional and unintentional) to children’s welfare are minimized, and that children are not exposed to harm and abuse as a result of their contact with the organisation.

The position requires an experienced advisor and trainer who is able to effectively design, organise and provide trainings, workshop activities and consultancy services to relevant stakeholders, including institutions, child-related organisations, corporates, parents or children.

The position reports to the Manager, Hong Kong Programme and Development Education.

Responsibilities:
  • Develop child safeguarding training modules, curriculum and materials adapting to local context.
  • Develop content and editorial for the ongoing development of child safeguarding website
  • Conduct agency visits and in-depth interviews to understand the demands
  • Work alongside institutions, organisations, and corporates to provide internationally recognised standard child safeguarding consultancy services and enhance their protection measures in the operation and governance
  • Conduct programme monitoring and outcome evaluations to ensure effective workshops and quality services are performed
  • Maintain active client engagement and communications to ensure quality consultancy services are delivered.
  • Extend our influence on local community and engage key stakeholders to advocate a wide adoption of Child Safeguarding Policy
  • Liaise and network with Plan International’s global hub and bridge external expertise, practices and experience in order to keep track to internationally recognised protocols and standards of child safeguarding and protection
  • Work with other units in implementing other Plan International’s activities
Requirements:
  • University degree in education, social science related discipline, registered social worker is preferably but not necessary
  • A proficient written and verbal communicator with the ability to communicate to diverse groups of people, with proven presentation, training and facilitation skills
  • Excellent English & Chinese oral and written communication skills
  • Knowledge and substantial experience in Hong Kong Child Protection System  
  • Substantial training on child safeguarding (such as Focal Point training) and has performed a safeguarding role within a children’s organisation for a significant amount
  • A heart for “children at risk”, highly motivated and quick learner, able to work independently and meet tight deadlines
  • Experience in service development, highly organised and demonstrate a can-do attitude
  • Proficient in MS Office applications, knowledge of digital production for presentation is an advantage
  • Occasional travel is required
  • Agree with Plan International’s mission and vision and observe strictly to data privacy and child safeguarding policies
