Tai Po Wang Fuk Court Fire Incident- Provide Learning and Psychosocial Support for Children

On November 26, a five-alarm fire broke out at Tai Po Wang Fuk Court, causing severe casualties, forcing many residents to seek temporary shelter at relief centres. Plan International Hong Kong extends its deepest condolences to the affected families.

On the night of the fire and the following day, Plan International Hong Kong’s Programme Team immediately reached out to Yang Memorial Methodist Social Service, Jockey Club Tai Wo Centre, New Territories PHAB Centre, Po Leung Kuk Lee Shau Kee Youth Oasis and Fu Shin Community Hall to assess the urgent needs of those affected. With donations from compassionate corporates, relief supplies were quickly mobilised and delivered to the affected residents, benefiting 550 people.

We provided emergency relief supplies, including daily necessities, women’s hygiene products, and baby items, to the affected residents, delivering timely assistance.

Children Have Lost Their Homes Urgently Need Educational and Emotional Support

Plan International Hong Kong is deeply concerned about the impact of disasters on children. The affected children not only witnessed the destruction of their homes and lost cherished toys, books, clothing, and school supplies, but may also suffer the immense trauma of losing relatives and friends. Their familiar daily routines are disrupted, leaving them in a state of insecurity and instability, and making them vulnerable to anxiety, insomnia, and other emotional distress.

It was truly heartbreaking to witness their helplessness and despair. As a child‑centred organisation, Plan International is particularly concerned about the situation of the affected children and will make every effort to support their educational and psychosocial needs.”

Provide Cash Assistance, “Stress Relief Pack” and Therapeutic Workshops to Support Students

To support recovery, Plan International is collaborating with partner organisations, including Yang Memorial Methodist Social Service, as well as school social work teams from the Tai Po Young Men’s Christian Association and Hong Kong Young Women’s Christian Association (YMMSS), to deliver immediate cash assistance to the affected children through over 50 kindergartens and primary and secondary schools. In total, 86 schools have applied for support. Thanks to the generosity of our donors, we have received approximately HK$1.5 million as of 2 December 2025, enabling us to expand our original work plan: the number of students receiving a HK$2,000 in cash assistance has increased from 200 to nearly 350, enabling around 95% of affected children to promptly purchase essential learning materials such as books, stationery, and school uniforms so that their studies are not disrupted.

 The impact of the fire goes far beyond material loss. Many children have experienced emotional distress or behavioural regression since the incident. Those with special educational needs (SEN, such as autism or ADHD) are particularly vulnerable. At the same time, some students are facing critical educational transitions, such as moving to primary or secondary school, or preparing for important examinations like the DSE, while also coping with additional pressures, including bereavement, parental unemployment, or forced relocation.

To support these severely affected and vulnerable children, we launched the Special Cash Assistance Programme, providing up to six months of targeted educational and emotional support for those in greatest need. All cases are referred by schools or social workers and carefully assessed to ensure resources address unmet needs.

To date, applications for 16 students have been approved for support with tutoring and exam fees, after school care, SEN training, cross district transport, and essential learning materials. Using a case management approach, we work closely with social workers, monitor progress and arrange counselling and family activities to ensure sustained support.

 At the same time, Plan International has distributed “Stress Relief Packs” to 2,200 children aged 3-6. These packs, which include crayons, toys and a parent-child stress relief leaflet, are designed to help children release stress and overcome this difficult period through drawing and playing. We also delivered specially designed Stress Relief Packs to 200 children aged 0-3 in Tai Po. These included baby toys, caregiver emotional‑support tips, as well as cotton balls and baby lotion to support parent‑child interaction and comfort for young children. We also delivered 400 appreciation packs to acknowledge frontline teachers’ ongoing dedication.

In addition, we partnered with YMMSS to launch a nearly yearlong Inschool Emotional Support Programme starting in February. Through medium- to long-term, structured community-based psychological support, including therapeutic workshops using clay modelling and storytelling, children can safely express their feelings and begin to release pent-up anxiety. During the workshops, we will carefully observe each child’s emotional state and identify early those who may need longer-term psychological support and arrange appropriate follow-up care for them. 16 kindergartens have already joined, benefiting around 800 children, parents, and teachers, and registration is open for primary and secondary schools, with priority given to those with a higher number of affected students.
